Dental Students Will Soon Be Trained To Care For Those With Special Needs

CDS director to Delaware lawmakers: Medicaid coverage for adult dental care would improve health outcomes, lower costs

CDS Director Beth Mineo told a state Senate committee considering expanding Medicaid dental coverage to adults that doing so would bring about healthier outcomes by making oral health care affordable to people with disabilities. Dentists no longer permitted to turn away patients due to disabilities

The American Dental Association recently changed its ethics rules to prohibit refusing service to patients on the basis of physical, developmental or intellectual disability. The new rule requires dentists who lack the equipment or expertise to offer effective treatment to refer patients to practitioners who can provide treatment. These rules govern membership in the American Dental Association and can serve as the basis for state laws. Read More

DHSS asks for slight bump in FY2020 budget request

To cover growth in services like Medicaid and disability services, the DE Department of Health and Social Services is requesting a slight increase in funding for the next fiscal year. Incentives floated for treating people with developmental disabilities

A recently proposed bill known as the Healthcare Extension and Accessibility for Developmentally Disabled and Underserved Population (HEADs Up) Act, sponsored by Reps. Moulton (D-Mass) and Harper (R-Miss), would classify individuals with intellectual and developmental disabilities as a “medically underserved population,” qualifying them for increased access to medical and dental care through federal programs. The act would also offer student loan repayment to health professionals specialized in serving this population. Read More
