The Educational Surrogate Parent Program was established to ensure that children with special education needs who are in foster care, have the same protections as all other children under the Individuals with Disabilities Education Act (IDEA).

The Parent Information Center of Delaware trains and coordinates volunteers who acts as parents in the special education process on behalf of these children.
